PULSO on TVN: the “Waze” that connects people trained in first aid with cardiac emergencies

On September 3, 2026, TVN published a story about PULSO, the platform driven by VIPER’s founders, together with partners from the health sector and the Fire Service, to connect people trained in first aid, defibrillators and emergency services during the critical minutes of a cardiac arrest.

A national network of first responders

The idea starts from a simple fact: there is often someone trained in CPR a few blocks away from a person in cardiac arrest, or a defibrillator in a nearby building, but nobody knows where they are or how to activate them in time. PULSO aims to solve exactly that, with the goal of building a network of up to 100,000 trained people: CPR-certified individuals, private ambulances, training companies, defibrillator suppliers, municipalities and institutions.

The initiative builds on VIPER’s experience: it is present in more than 120 Fire Departments, with around 37,000 volunteers, in areas where more than 84% of the country’s population lives. In the first half of 2026 alone, VIPER recorded more than 600 Fire Department dispatches as first responders to cardiac arrests: more than three cases a day.

“Very often the capacity to respond already exists; what is missing is connecting it and activating it in time.”
Camilo Salazar, COO of VIPER

How it works

  • When a cardiac emergency occurs, the platform identifies and notifies a trained first responder who is less than 300 meters away.

  • That person can start assisting while the ambulance is on its way.

  • An operational map of defibrillators (AEDs) shows only the devices whose location and availability have been confirmed.

PULSO does not replace ambulances or the Fire Service: it seeks to make the most of the time between the emergency and the arrival of professional teams, when every minute counts.

Health and Fire Service partners

The story features as partners Dr. Luis Herrada, from Clínica Los Andes and a founding partner of PULSO, and Roberto Valenzuela Monzón, regional president of the Chilean Fire Service, who stressed that in early response “every second counts.”

How to join

PULSO seeks to bring together companies, municipalities and institutions that have defibrillators, as well as AED suppliers and training organizations. If your organization wants to be part of it, contact us.
